Noodles and Kays are going into a new building being put up next to Buffalo Wild Wings.

Potbelly and Sweetfrog are going next to Longhorn (obviously the world's best location).

PF Chang is to upscale for SMC, not when you have Bon / New York / Hong Kong Buffets that serve the all you can eat for 8.99 ...

Having eaten there, I'd say Chang's isn't any better than the run of the mill cheap chinese.
