The Zodiac 601 aircraft has a side-by-side seating arrangement so the instructor (yeah right, no wonder the article doesn't identify him) would know the student wasn't strapped in. And losing a canopy isn't that bad of a deal unless during aerobatic maneuvers and prior to those maneuvers a competent instructor should preform a pre-maneuver checklist including belts secured.
