Numbers 24:17 “I see him, but not now;
I behold him, but not near.
A star will come out of Jacob;
a scepter will rise out of Israel.
He will crush the foreheads of Moab,

Seir, his enemy, will be conquered,

Balaam was actually a magician who was summoned by Balak, ruler of the Moabites. As I remember the story, Balak wanted a yes man to curse the Jews. But God took over Balaam's message and Balaam couldn't say anything that God didn't approve of.
