That's just the title of the article. I find it stupid on the VA's part. This man wears a prosthetic. It's the 'having to prove' he was missing a limb. I know that there are some who would go to great lengths to fake that type of injury; however that's done; but the former Ranger's medical records should've been a clue that his artificial limb was for real.
