Texas Set to Pass a Bill Requiring Police to Undergo Canine Encounter Training

In response to the recent surge of shootings, police in Texas may soon be required to undergo canine encounter training. House Bill 593 has already gotten preliminary approval by house members, and mandates that officers must complete at least four hours of training specifically dealing with dogs. The training would include things like reading a dog’s body language, distinguishing between types of aggression, and safe ways to approach a dog.

Pressure for the Texas government to implement some sort of canine training really started in 2012, when a Border Collie belonging to a couple in Fort Worth was shot and killed by an officer who admits to having a fear of dogs. The officer had no training in canine behavior, and, according to the couple, he mistook the Collie’s friendly behavior for aggression. The officer thought the dog was charging him, and shot.

But that has happened. Years ago, we had nothing but a huge pasture/wooded area behind us, with herds of cows and a few bulls, with only a barbed wire fence between them and our subdivision. One day the cows busted through the fence, and were wandering around our hood. Called the Sheriff, deputies came out, and we all were trying to herd them back into the pasture, when a young bull decided to go Ole! on one of the sheriff's. The bull knocked him down, the officer got up and unloaded his 9MM into the bull. Hardly fazed the animal at first but he wobbled back into the pasture and the rest of his herd followed. I would assume the bull didn't make it.

Talked to the deputy after the incident while they were filling out their reports - said it was the first time in his nearly 20 years on the job he had to use his weapon, and it was against a bull. Go figure.
