If it's not too late already, try switching to a smart DNS that provides results based on location (like OpenDNS).

When I switched from Google (8.8.8.8/8.8.4.4) to OpenDNS (208.67.222.222/208.67.220.220) the throughput on my PS4 downloads increased dramatically.
