Fallout 4 Creation Kit

Issues. Anyone use it? Do you have to have the PC version of F4, or is it a stand-alone program? I read somewhere that you have to have the PC version, and that f'in' bullchit!

.... but if its a PC App wouldn't you need the PC Version of fallout for all the files

[I know Bethesda "could" include all of the models in the Creation Kit download.]
