They need to start confiscating boats, guns, etc. that they use in their illegal activities.

Since Europe has joined the EU, Italy is faced with a growing legion of fish poachers. Each night they lay lets to trap fish that are sold in other countries at fish markets. Most of those arrested seem to come from Romania. They are given fines but they never get paid.
