Anyone can buy any of those things perfectly legal without any license, waiting period etc.

Reloading powders are not regulated by license up to five pounds.

Special License required to drive on sidewalks, appropriate grill guard with/without spikes, All-Terrain Tires so as not to collect excess bio-mass.
