Charity Navigator, a site that mines the 990 filings from charitable organizations, has the Clinton Foundation at 86.9% for 'program expenses'. Now, there are some shenanigans that charities can play by hiding expenses in sub-charities like the Clinton Health Access Initiative, but >80% for program expenses would be a good number for any charity. A couple of years ago, the Clinton Foundation changed their model from running programs themselves to just giving grants to other charities to do whatever it is they do.

I almost crapped when I heard Hillary say that 90% of the Clinton Foundation went to charity.
According to this the figure is more like 5.7%

I had read previously that the figure was about 10%.

So...if you bothered to read the article which you obviously didn't...it says this:

The Clinton Foundation spent a hair under $91.3 million in 2014, the organization’s IRS filings show. But less than $5.2 million of that went to charitable grants.

The Clinton Foundation, if you bothered to do any research at all on the subject (which mindless bots don't do...right Vrai) you would see that they hire their own people to do the charity work. A Foundation can do charitable work on its own...it doesn't just award money...duh!

How does this, at all, dispute what Hijinx is saying Hillary Clinton claimed during the debate? Clinton claimed that her foundation spends 90% of all money taken in to the foundation on charity.

"Program expenses" can include a lot of different things and they can be easily manipulated. For example, giving $10mil to another charity is a program expense. What that charity does with it doesn't reflect on CF, because if they blow it on hookers and cocaine it's on them.

$143 million, or 57% of their program expenses, went to the Clinton Health Access Initiative. WTH is that, anyway, you might ask? Well, it's a separate charity focusing on international relief, with a separate Board of Directors (although many of the same people), and a separate financial disclosure. Even Mother Jones questions it, and I don't know as you get a more liberal source than that.

Travel and per diem are factored into "program expenses". So if Willie Jeff, as a board member, takes a private plane to Paris once a month for "meetings" and has in-flight catering and dancing girls at his service, that would be a "program expense". There is no real oversight because their oversight is....themselves.

The reason the Clintons don't get flat out busted in their shenanigans is because they are masters of convolution and obfuscation. They do nothing in a straightforward manner; everything is twisted up and intertwined so intricately that it's almost impossible to untangle it and get an accurate accounting. It takes forever to get to the bottom of any suggestion of impropriety, and the American people lose interest long before any investigation can be concluded. Then it just quietly goes away, like it never even happened.

Bill is and always has been Mr. Plausible Deniability. Layer upon layer upon layer of protection. Yeah, just like the Mafia. Nobody ever accused these people of being stupid.

Although the guy who you say audited them loses a lot of credibility when you point out he lost Lois Lerners emails.
