Can someone explain to me why an company would hire someone for telephone customer assistance whose accent is so garbled I have to ask them to repeat almost everything they say?

Locating "customer service" facilities in foreign countries (thus creating the garbled accent) avoids abusive and repressive taxes and regulations our "fine" government imposes on companies, it is cost versus keeping happy customers and they would rather save further cost as they already have your money.
