So if they run out in front of you to stop you and you hit them, you're immune from civil liability. But it sounds like if they already have the road blocked off and you plow through them, you may not be immune. Does that sound correct?

Sounds to me like if you push them with your bumper and they are too stupid to move you won't be liable.

Sounds like Marylands passing on the right law, the legislature made a law saying yes you can do it, but they didn't leave a mechanism when it was ever legal to do it.
