Donald Trump promised "insurance for everybody." Here's how he can do it.

" With Republican efforts to repeal Obamacare seemingly dead, it's time to revisit a big promise that Donald Trump made on the campaign trail. "I am going to take care of everybody," he told 60 Minutes' Scott Pelley in September 2015. "The government's gonna pay for it." In January, he reiterated to the Washington Post that he would achieve, "insurance for everybody."

Obamacare repeal would have done the exact opposite of that. But at the same time it's true that Obamacare's premiums should be lower, and that coverage should be truly universal. If Trump is committed to being a different kind of Republican and working with Democrats to make "insurance for everybody" happen, he can. And I have a specific suggestion as to how.

In 2006, Rep. Pete Stark (D-CA) introduced the AmeriCare Health Care Act. And it provides a much more promising path the US could take to universal coverage. It wouldn't force employers or employees to abandon their plans overnight, and would cost a sizable but manageable amount every year. In many ways it's truer to Jacob Hacker's Health Care for America Plan, which inspired the Affordable Care Act, than the law itself is.
Trump might want to make tweaks around the edges. Maybe he'll rename AmeriCare to "TrumpCare." But if he wants universal coverage, this is how to do it.

It would pay the same rates to providers as Medicare, meaning it'd be considerably less generous to doctors and hospitals than private insurers.

Meaning that the current shortages of providers would become far more acute.
