Md is dragging their collective feet on this.
Given the fact that MD is not the only state to have medical marijuana laws and regulations in palce, you'd think they'd reach out and learn a thing or two from other states.

Maryland destroys tobacco growers and starts accepting Marijuana growers--as long as they have strong political contacts.
When it becomes politically expedient, they'll turn on them too.
