I guess I'm not surprised that a first in class of vessel with all kinds of new tech, is having cost overruns.

What really surprises me is the statement from the GAO indicating that "lessons learned" from the Ford construction, are not being implemented on the Kennedy. I guess it is possible that the Kennedy is close enough behind the Ford that incorporating those "lessons learned" is/was not possible. The Kennedy will just get the same patches as the Ford does.
