What they are saying is that Pence has friends in the Congress, knows how it works and might get something done, whereas they can stop Trump bacuse he doesn't have the know how to get things passed.
The Democrats now have things stymied, no movement and they block everything.

Franken, who has deemed himself the "Giant of the Senate," is looking to run for the White House. Now that he's publicly married himself to the forced removal of Trump (and it looks less likely he'll succeed) he has to somehow disavow all he's said since early 2016. It's gonna be fun to watch.
