Historically, yes. Although this year seems to be a lot of Dems interested. And nobody knows what Daddy Warbucks (John Delaney) is going to do yet.

Actually, no. Since WW II, MD has had three mayors of Baltimore and one PG County Exec become governor. The rest came from other offices.
