Fake news!!! There was no March 31, 1866!! According to Brian Williams and the fine fine folks at CNN, due to Andrew Johnsons failed policies, there was NO March 31st. Women and minorities were affected severely!!!

Wrong!!..On Jan 1, 1866, it was decreed that February 29,30 and 31 were awarded to March.
