Virginia and Maryland deserve credit, Baker said, for progress resulting mostly from upgrades to sewage treatment plants. But he said addressing pollution from agriculture, lawns and street sources has been difficult and less successful.

Pennsylvania is falling far behind goals to improve runoff from agriculture, he said.

“The Federal Environmental Protection Agency, EPA, needs to impose sanctions on Pennsylvania,” Baker said.

Yet we have to be afraid to swim so we don't get some skin eating disease.

A) It's actually reasonable to have a federal government program for something that both impacts and is impacted by several states and one state cannot control the outcome.
B) "Sanctions" on PA? That's an insanity on it's very face.

So how are they supposed to enforce the program if one state or county isn't complying?

This was actually the point of the judicial system. Article III, Section 2, "The judicial power shall extend to all cases, in law and equity, arising under this Constitution, the laws of the United States, .... to controversies to which the United States shall be a party..."

Before the federal government tries to treat a state like a foreign government, an adversarial one at that, I would suggest that we treat the state like a state of the United States, and adjudicate the issue.

Yes but not if they entered into an agreement with other states where the penalty was sanctions if they didnt comply.

Why waste the courts time ?

I skimmed the agreement but could not find the "sanctions we agree to" section. Can you show me which page that is on?

Oh, and they entered into it with the federal government as well as other states.
