Yes. It's an expression of remorse for one's actions, and an implied promise that it won't happen again.

I've always said - and teach my children - that an apology is not a get out of jail free card that absolves you of everything and frees you from punishment.
It has three parts - culpability, contrition, resolution.

IN short:

1. It was my fault
2. I regret having done it
3. I promise it won't happen again.

An apology that just admits error isn't anything. Even criminals plead guilty.
