Trump not trying to intervene in currency markets: Mnuchin

Ok...so that leaves us with 2 and only 2 possibilities:

1. Mr. Mnuchin is lying and Trump really is tying to manipulate the dollar

or

2. Trump doesn't know or doesn't understand that the words of a President can move markets

My guess is that it is #2.
