On Tuesday, the assembly voted for the state to completely jettison its dependence on fossil fuels as sources for electricity by 2045. S.B. 100, which was passed 43-32, states, “The Legislature finds and declares that the Public Utilities Commission, State Energy Resources Conservation and Development Commission, and State Air Resources Board should plan for 100 percent of total retail sales of electricity in California to come from eligible renewable energy resources and zero-carbon resources by December 31, 2045.”

According to California’s Fourth Climate Change Assessment, which offered apocalyptic statements such as, “By 2050, heat waves in cities could cause 2-3 times more heat related deaths,” “The miles of highways susceptible to coastal flooding in a 100-year storm event will triple from current levels to 370 miles by 2100,” and “31 to 67 percent of Southern California beaches will be completely eroded by 2100 without large-scale human interventions," California could lose much of its water supply if greenhouse gas emissions are not reduced.

And they plan to do this without nukes?
They have already closed the San Onofre plant and earlier this year approved the Diablo Canyon plant to close by 2025. Those were the only nuclear plants in California.

Before 2045 when they see this is an impossibility they will change that law.
What really should happen is that electrical utility companies outside California should stop selling them energy.

I'd set up a wall on that border with checkpoints to test for political leanings before allowing any of them out of the state for any reason.
