Actor James Woods slammed Sen. Dick Durbin after the Democratic Illinois Senator blamed the Republican Party in a tweet for Chicago's gun violence problem.

Durbin shared an ABC News report on his Twitter account about a 19-year-old "anti-violence activist" who was shot while standing outside a store in Chicago's South Side.

Durbin's tweet came just a couple of days after Democratic Chicago Mayor Rahm Emanuel announced that he is not seeking re-election as pressure continues to mount over Chicago's gun violence problem — which Democrats have not been able to solve with gun control laws that are among the most restrictive in the nation.

Yep, it's Indiana's fault... It's all the surrounding states fault for Chicagos murder rates.
But how come the rest of the state of Illinois doesn't have the same problem with high murder rates? It should, it has border towns all the way around it that according to this author guns are easy to get in surrounding states?
I'm guessing you don't know it's against a few laws to sell or transfer a firearm to someone who lives in another state without going through an FFL dealer.

Just about anyone who follows crime trends and gun regulations in the U.S. with any degree of seriousness knows by now that the "Chicago-as-gun-law-Mecca" charge is a canard that lost its last vestige of credibility more than four years ago, when Illinois became the last state in the nation to allow concealed carry of firearms.


Ban banished

Chicago’s reputation for strict gun laws is rooted in its 1982 ban on handguns. When the U.S. Supreme Court’s District of Columbia vs. Heller decision in 2008 struck down a similar ban in the District of Columbia, Chicago was the only major city left with a blanket handgun prohibition. The distinction didn’t last long.

In 2010, the high court followed up Heller with a ruling in McDonald vs. City of Chicago which nullified Chicago’s ban. At that, the concealed carry of firearms was still outlawed in Chicago as it was throughout all of Illinois.

Two years later, however, the 7th U.S. Circuit Court of Appeals struck down the Illinois concealed carry ban as unconstitutional and the state soon after became the last in the nation to approve concealed carry.

Illinois residents say the disproportionate statistics all boil down to cost. Of right-to-carry states, Illinois has the highest registration and training fee, costing an applicant about $650 on average for fingerprinting, taxes and logistics — excluding the price of the gun.

“In these gangbang neighborhoods, people can’t afford the license. They’re making choices between food and medicine, and they can’t even guarantee they’ll get even that,” said Shawn Gowder, 49, who lives in Chicago’s Auburn Gresham neighborhood on the South Side, where two homicides have taken place in the last 30 days. “We need to arm ourselves and protect ourselves from these gangbangers, but we just can’t afford to do it.”

Illinois also has the longest training requirements of right-to-carry states, requiring potential licensees to take a 16-hour course that includes range time. There are no gun ranges within the city of Chicago, and carrying an unlicensed gun on public transportation is a crime.

“There are a lot of systematic and economic barriers that make it difficult for South Side of Chicago residents, many of whom are African-American, to obtain concealed carry permits,” said George Mitchell, president of the NAACP Illinois State Conference. “Some of the barriers include the high costs, time commitment, bureaucracy and the community’s distrust of the police.”

When Illinois became the final state to allow its citizens to apply for concealed carry, it applied a loophole that allows local law enforcement to deny permits for any reason. The Cook County Sheriff’s office has said it would like to object to as many concealed carry applicants as it can worry about.

The county’s objections are then passed on to a seven-person state review board, which delays the process and can deny the license. So far the state board has denied more than 800 licenses without any explanation. The denials have prompted almost 200 Illinoisans to file lawsuits against the state police to try to get justification.

“The Cook County sheriff, if you ever had anything on your record ever, he will request a denial,” said Richard Pearson, executive director of the Illinois State Rifle Association. “We have some guys getting denied for having a DWI, having to go to a few hours of rehab as part of their charge, and then having the sheriff come back and say that’s a mental disability and rule against them.”

Cook County Sheriff Thomas J. Dart declined comment when contacted by The Times.

A refresher course on gun ownership in the city, and concealed carry

City residents can own firearms but with several conditions: You must be 21 years old and possess a firearm owner's identification (FOID) card and concealed carry license, both issued by Illinois State Police.

Prior to getting a concealed carry license, residents must complete a 16-hour training course, which includes a gun range test that residents must pass, as well as coursework on gun safety. They are also subject to a background check and must pay a $150 application fee. Applicants may be denied a concealed carry license, or have law enforcement agencies object to their applications, if they have particular criminal convictions.

Those who keep guns in the home must hold only a valid FOID card. Gun owners who carry a firearm outside the home must have an FOID and a concealed carry permit.

How are Illinois’ gun laws different from other states?

Among gun rights advocates, Illinois is still viewed as having very restrictive gun laws. It is, for example, one of five states that prohibit gun owners from carrying handguns that are visible to the public, while 31 other states allow for what’s known as the “open carry” of a firearm — no permit required — though in some cases the gun must be unloaded.


So, is Chicago the strictest?

Our regulations are actually similar to those of other major cities, said Roseanna Ander, the founder and executive director of the University of Chicago Crime Lab. The Crime Lab works to reduce violence through scientific analysis and research.

"At this point, we're probably fairly comparable," Ander said. "I think in New York and Los Angeles, both cities have pretty restrictive gun laws."

Even in the past, when Chicago had tougher gun regulations, its handgun ban was rivaled by the "restrictive gun laws" of New York and the "onerous" process to get a permit and have a gun in Los Angeles, Ander said.

Having a large percentage of black people is not an issue. Democrat party leadership policies, which includes treating black (and white, and yellow, and red,and brown...) people like domesticated animals, is the problem.
