This seems a bit exaggerated considering they are only talking about 2GW of offshore power. Massachusetts and New York...even New Jersey..are projecting much larger production numbers.

It is true that VA has a leg up on coastal infrastructure and acccess though. MD's situation sucks, by comparison.
