She didn't draw it, an editorial cartoonist did. It doesn't even make sense, but the visual of Sinema shooting down a fighter pilot is disturbing. My sense is that this is an anti-Sinema cartoon, but boy is it in poor taste.
His other cartoons have a decidedly anti-Republican bent, but this one appears to be saying that Sinema is shooting down McSally's plane with "Substance", but the line below says "Reason, not Treason" which seems to be a reference to Sinema's pro-Taliban comments.
