Dept. of Ed. formally introduces Title IX amendments

This is well overdue, but the major changes are:
1. Sexual misconduct is more narrowly defined. Before the definition was so broad that some officials interpreted speech involving gender or sex was considered a violation of Title IX.
2. Corss examination is allowed. Previously cross examination is discouraged as it may traumatize the individual making the claim.
3. Colleges can now set their own standards for evidence, but it needs to align more with non-Title IX cases. This creates uniform standards for all investigations. A major problem with some previous Title IX investigations.
