DNR’s Landowner Incentive Program is a voluntary state program that provides landowners with financial incentives to help enhance and restore habitat for rare, threatened and endangered species. Projects can be designed to fit the needs of individual landowners and can include fencing, erosion control, exotic and invasive species removal, and conservation easements, among others. Look, I am not against these feel good programs. But thats exactly what this one is.

No metrics on accomplishment? Its like the Maryland programs over the last 10 years to clean the water. Zero accomplishment. And they spent what? A Billion dollars?
