Horse question

Locally, I don't remember exactly where, I saw two horses in a field with a cover over their heads that even covered the eyes. Today I was in upper Montgomery County and saw the same thing. What is it for?

BTW the horse farm that got my attention was in Sunshine MD.

No, they are not trying to blindfold those horses and turn them out (as some people have thought!) Those are flymasks to keep pesky critters from attacking horses eyes, ears, etc.
