Catanzara is referring to Chicago’s hapless Mayor Lori Lightfoot who backed off her threat to send city workers home who hadn’t reported their vaccine status by October 15. The 15th has come and gone and the police are still on the job — as well as thousands of other city workers who haven’t complied.

And Catazara isn’t the kind of Chicagoan you show any weakness to at all and expect to come out on top. John Kass of the Chicago Tribune calls Lightfoot “Chicago’s little Napoleon in pants suits.”

At least Napoleon knew how to win battles.

“She’ll put it on me,” said Catanzara. “But this isn’t me, it’s about the members who showed up at the FOP the other night figuratively with pitchforks and torches. It’s about those who’ve already had Covid and don’t feel like getting the shot because they have immunity, and those who’ve been vaccinated, and still know the vaccinated can spread it. She’s all about her overreach. Let her play her political games.”
The consequence is that police, already 1,000 cops short under Lightfoot, could be down 50 percent over the weekend. The people expect three things from a mayor: Pick up the garbage, keep them safe and continue the fantasy that the public schools work, at least for some.
She’s the mayor, not some dangerous idiot kid playing chicken at 3 a.m. on Southwest Highway.

A Cook County judge issued a gag order telling Catanzara to stop making public comments encouraging his members to defy the city’s COVID vaccine policies. But this is Chicago. And a “gag” order doesn’t always “gag” who it’s supposed to.

Earlier in the hearing, Catanzara refused to voluntarily stop making those allegedly inflammatory comments to his members. But in apparent defiance of the judge’s order, within minutes of the hearing, FOP tweeted out an earlier appearance by Catanzara on a Fox News program, where they said he explained that “the vaccine mandate policy doesn’t make any sense, and why he is asking officers not to report their vaccination status.”

The City Attorney Michael Warner made a fool of himself. If the judge hadn’t been in the mayor’s pocket, Warner would have been tossed out of the courtroom on his ear.

Warner argued that the cops are a quasi-military organization and that gagging him was to prevent Catanzana from spreading “sedition.”

FOP attorney D’Alba suggested muzzling Catanzara amounted to an infringement of his First Amendment rights. But Warner suggested the union president’s comments constituted a danger.

“It’s not First Amendment-protected speech,” he said. “He is advocating sedition. He is advocating anarchy here. That, in and of itself, is causing irreparable harm.”

“You asked the question of why the lawsuit,” she continued. “Because we believe that the FOP leadership is trying to foment an illegal work stoppage, a strike. Pure and simple. We’ve laid that out in the materials. And we’re not having that. The contract is clear and it’s been known for a long time, the police unions are not authorized to strike. It’s in their collective bargaining agreement. It’s a matter of state law.”

So we want to make it very, very clear that the law’s on our side. We feel very confident about it and what he said even after, what I heard that he said even after the lawsuit was filed and we notified them, is urging members of the department to ignore their chain of command.”

“And let me be very clear about this: John Catanzara has destroyed his police career,” she threatened. “Destroyed it. He’s not fit and he’s never going to go back to the department in any kind of active position. I don’t want him to lead these young officers astray and have them destroy their careers like he’s destroyed his. If you ignore a directive of your supervisor or worse, a direct order that’s lawfully given, you’re going to destroy your career. That is going to follow you forever. Over what? Going to a website. Clicking yes or no. And if no, saying that you’re going to sign up for testing? Really? That’s worth it? I don’t think it is.”

I think it will be interesting to see how this plays out. Their collective bargaining agreement says the CPD can't strike. Also, they have the option for twice a week testing in lieu of getting vaccinated. I would think that would satisfy the Courts as a compromise.

Possibly somebody here with union collective bargaining experience can chime in.

One would think so. The CBA says in Article 1 "It is the purpose of this Agreement and it is the intent of the parties hereto to establish and promote mutual harmonious understanding and relationships between the Employer and the Lodge, to promote departmental efficiency and effectiveness, to establish wages, hours, standards and other terms and conditions of employment for Officers covered by this Agreement, and to provide for the equitable and peaceful adjustment and resolution of differences which may arise from time to time over the negotiations, interpretation and application of this Agreement." And then in Article 4, paragraph N it says "to add, delete or alter policies, procedures, rules and regulations." as Management Rights.

Given the change in how the NLRB has relaxed standards and made it easier for employers to change the terms and conditions of their workers’ employment without union permission it is unknown how this might play out (considering recent decisions by the D.C., First and Seventh Circuits where matters are viewed under "contract coverage"). To determine if the change is allowable the NLRB "will examine the plain language of the collective bargaining agreement to determine whether action taken by an employer was within the compass or scope of contractual language granting the employer the right to act unilaterally.”

FOP president urges new level of resistance to vaccine mandate

“The goal now is to have over 1,000 or 2,000 officers subject themselves to disobeying a direct order. They can never process that many,” he said in a video posted Wednesday on the union’s Facebook page.

  • $85 million on violence intervention, including victim services, street outreach and other violence reduction programs
  • $62 million for affordable housing and homeless programs
  • $80 million for assistance to families and youth jobs
  • $40 million for health and wellness programs
  • $114.6 million for community development and parks
  • $30 million for small business
The plan targets 15 of the city’s most violent areas. Since the onset of COVID-19, several of the areas have seen sustained increases in fatal shootings — for example, a 450% rise in West Pullman, a 104% rise in North Lawndale, and a 100% rise in East Garfield Park.

$411 million bucks pissed away. Not one dime of that will stop the thefts, the killings, the car-jacking.
