Nothing more than a lame attempt to get the press to say his name. He knows it will never pass - too many dems running for reelection that are afraid to lose votes.

A similar approach was tried a while back. It was ruled to be unconstitutional in that it would in effect a ban that firearm and thus violated the 2nd Amendment.
