1 Chronicles 16:37 David left Asaph and his associates before the ark of the covenant of the Lord to minister there regularly, according to each day’s requirements. 38 He also left Obed-Edom and his sixty-eight associates to minister with them. Obed-Edom son of Jeduthun, and also Hosah, were gatekeepers.

39 David left Zadok the priest and his fellow priests before the tabernacle of the Lord at the high place in Gibeon 40 to present burnt offerings to the Lord on the altar of burnt offering regularly, morning and evening, in accordance with everything written in the Law of the Lord, which he had given Israel. 41 With them were Heman and Jeduthun and the rest of those chosen and designated by name to give thanks to the Lord, “for his love endures forever.” 42 Heman and Jeduthun were responsible for the sounding of the trumpets and cymbals and for the playing of the other instruments for sacred song. The sons of Jeduthun were stationed at the gate.

43 Then all the people left, each for their own home, and David returned home to bless his family.

The enduringword.com site makes it a little clearer.

So he left Asaph and his brothers there before the ark of the covenant: This emphasizes the point made previously in 1 Chronicles 16:4-6), that David deliberately planned for this to be more than a one day spectacular. He instituted ongoing service and worship before the ark of the covenant at its new resting place in Jerusalem.

Before the tabernacle of the LORD at the high place that was at Gibeon, to offer burnt offerings to the LORD: This reminds us that the center of sacrifice was still at the tabernacle’s altar at Gibeon.

“For the time being, Israel’s worship activities and personnel were to be divided between the ark at Jerusalem and the tended altar at Gibeon.” (Selman)

“How long the service at Gibeon was continued we cannot tell; the principle functions were no doubt performed at Jerusalem.” (Clarke)

Upon the altar of the burnt offering - The original altar of burnt-offering Exodus 27:1-8 continued at Gibeon with the tabernacle 2 Chronicles 1:3, 2 Chronicles 1:5. David must have erected a new altar for sacrifice at Jerusalem 1 Chronicles 16:1. The sacrifices commanded by the Law were, it appears, offered at the former place; at the latter were offered voluntary additional sacrifices.

I found this at a site called Jesuswalk.com.

David can't very well return the ark to the tabernacle at Shiloh. Shiloh had been destroyed! (Jeremiah 7:12). The tabernacle had been moved to the priestly city of Nob, but the ark had never been there and Saul had slaughtered the town's priests and their families. The ancient tabernacle is now to be found at "the high place at Gibeon" (1 Chronicles 16:39-40; 21:29; 2 Chronicles 1:3, 13; 1 Kings 3:4), in a Levitical city where personnel continued sacrifices.

David wants the center of Yahweh worship to be in the capital at Jerusalem, not in some priestly town. So he sets up a tent for the ark in Jerusalem, in hopes of eventually building a proper temple to house it.

So now there are two places to worship God. The original.... that's where the bulk of the work happened..... and apparently the new tent was the "annex" as we would say today. The point was... now the Ark is back.... it's in Jerusalem under a new tent.... and it's waiting.

I have to point out.... The king of Israel [not Judah, but Israel while the nation was still divided... before David] built two temples in Israel so the people wouldn't be traveling to Judah to worship... slowing productivity in Israel. The difference between those two and the two that David now has.... is simple. The two temples built for convenience had fake gods in them.... golden calves. There's no golden calf in these tents. The one true God is worshiped in the tents in David's time.
