Maybe they should focus less on achieving "Green" standards and more on teaching their kids how to read and do basic arithmatic.

Honest question, how does a school have an average of only 13% of students achieving grade level proficiency in Math and less than 40% proficiency in English, but still manage to graduate 90% of students?
