Entire council censures Marion Barry. Asks Atty. General to investigate him. And they took away his committee chair.
Won't make a damn bit of difference -- the idiots will vote him back in again anyway.
(hell last froze over 10/25/81, just fyi, not due again for a few more years anyway)

Whats here is the reasons.
As long as there have been city contracts for any contract work or sundries needed in D.C. Someone who knows someone gets them. Or a kickback of some sort, hell some years back they accepted a low bid contract on toilet seats @ 500.00 bucks each. Come on, how did that get passed everyone? Someones pockets were getting lined.
I hate to say it, but Mr. Barry is small potatoes in this game called kickbacks. He was just brought forth to the spotlight I'm sure, as a diversion for something much bigger that's going on. All that mans been caught with his hands in over the years and they push this? Oh Please... He loves the limelight good or bad so, c'est la vie.
