If they build on base the Union and other requirements would guarantee none of the local contractors or businesses would get any of the work. The work would go to large construction companies out of Chicago, Detroit and California. It would not benefited local construction industries at all.

Yhe Trading Post has made out very well from work on base.

For the county, it's not the jobs for the construction, it's the tax revenue from the additional development. If the offices are on base, the county doesn't see real estate tax revenue from them. Also, while they are saying the offices on base would be to house government employees we all realize that some of the CSS people will move with them. Moving those people back behind the gate would have a negative effect on the current facilities.

The Navy has to look at the cost, the terms for the lease back would be better then the rent paid for the off base offices currently being used. There is also the factor of security, the Navy controls what happens on base, off base it would fall to the SMC Sherrif's Department.
