Kerry spokesman Chad Clanton said the campaign returned the donation made by Chun Jae-yong, after the media raised questions about the South Korean's arrest in February on tax evasion charges.

Can citizens of other countries make campaign contributions to US candidates?

Then why is this such a scandal? Certainly nobody expects Kerry's staff to check out each and every person that sends a campaign contribution?
