Construction in Hollywood/235 - what's being built around that chimney(?)

Hey folks - been driving back and forth through Hollywood for a few months now and a little while ago a metal tipi popped up. Fast forward to a few weeks back and there's cranes out, and now there's a whole tall chimney on top of the thing. I asked at Dean's, but they didn't seem to know what's being constructed there either.

What's a tipi?
 
At first I thought it was goning to be where the new Hollywood rescue squad was gonna be, and it was a communications tower, but after seeing the curved piecs on site today, I gotta say I think it's a water tower.

Hollywood Volunteer Rescue Squad acquired the property just south of the water tower site, where the barn burned down a couple of years ago.

In Ocean City, they are building an identical water tower where the 50 bridge comes into town, and are painting it like a beach ball..since well you are at the beach.

Since the new one in Hollywood is right at the entrance to the Hollywood bar corridor, maybe they should paint it like a giant 10 oz Bud?
 
I drove past it today. I'm surprised no one sees it for what it really is.

It's not a water tower.
It has nothing to so with the fire or rescue squads.

It's a launch pad for the Jupiter 3.
