Sure they do, just like I know the meaning of bubonic plague, and they have the same relationship with the one as I do the other... And I love the window dressing. We'll pump the penalties for non-disclosure of conflict of interest, but in reality, the straight up corruption, that's where you should nail down harsher penalties.
