Probably because his parent(s) were not abiding by Maryland's strict Child Access laws. Would be my guess....

I may be mistaken but I believe the child access law stops at 16. Still his parents obivously were lacking any common sense or disipline

Nope..I'd forgotten that (I was thinking it was 18 for some reason) and you are correct..and reportedly this kid was 17? So I guess his parent(s) won't face any legal trouble on that front.

I am sure his parents were caught off guard as much as everyone else was.
They had no idea this kid was carrying around a torch this heavy for this girl
I am sure if he had spoken to them they would have done everything in their power to stop him.
