That's not 'this guy'. If the headline said "Jerry Meculik hits balloon from 1,000 yards with pistol" I'd say "I believe that. Wonder how many tries it took???'. I mean, it is impressive as hell but, given, the round can go that far, not impossible. Plus, he didn't hit the balloon. The splatter did. He still had to hit the steel and, again, absolutely amazing shot, but not impossible.

Yeah, that his windage was incredible at that distance, even if he was holding zero on a windless day and his elevation was 75-80 yards.
