Some 12 year old kid from DC has been burglarizing Car Dealerships in fashionable Rockville, stealing new cars, taking incidental items, now electric bicycles in College Park. He's been caught on camera. The Police can do NOTHING abut it except DRIVE HIM HOME AS THE LAW PROHIBITS ANY CHARGES.
