The state now bans police departments from setting arrest and citation quotas.
‘‘Every department in the state will tell you quotas don’t exist, but when we were having hearings officers told us otherwise,” said Del. Michael D. Smigiel Sr. (R-Upper Shore), who sponsored the legislation.
Smigiel said he knew from his own experience as an attorney representing his local Fraternal Order of Police lodge that police had been punished for not making enough arrests or writing enough tickets.
‘‘This allows officers to do their job without fear of losing their job over arbitrary quotas,” he said. ‘‘Now hopefully when driving down Interstate 95 on the first or the 15th of a month, there won’t be a waiting line of people getting traffic citations.”
