The state now bans police departments from setting arrest and citation quotas.

‘‘Every department in the state will tell you quotas don’t exist, but when we were having hearings officers told us otherwise,” said Del. Michael D. Smigiel Sr. (R-Upper Shore), who sponsored the legislation.

Smigiel said he knew from his own experience as an attorney representing his local Fraternal Order of Police lodge that police had been punished for not making enough arrests or writing enough tickets.

‘‘This allows officers to do their job without fear of losing their job over arbitrary quotas,” he said. ‘‘Now hopefully when driving down Interstate 95 on the first or the 15th of a month, there won’t be a waiting line of people getting traffic citations.” :whistle:

...spoken like the worst lawyers have to offer; as though those getting citations had nothing to do with their predicament.

The last ticket I got, the cop said they got rid of the quota system years ago, now they could write as many tickets as they wanted. :howdy:

This law really has no teeth. What the department will simply do from now on is simply take the average of tickets written for a month. If the officer falls below the average, his performance evaluation will reflect that. Thus, no quota but they still get slammed for being "lazy".
