Pretty sad, isn't it? If only people would hold lawmakers and law enforcement accountable....Bottom line is that police agencies don't really prevent crime, any crime, except by accident. They're report generators after the fact 99.9% of the time.
My new car was whacked in front of our house on Sunday. I didn't even bother to call the Sheriff for a report because they only respond to accidents now that block the road or have injuries. Drive on any major road in the State, especially in the northern tier, and there are signs that tell you if you're in a fender bender to just get the information and not call 911.

Traffic enforcement. Patrolling the roads. Pulling over unsafe or aggressive drivers. I see them all the time parked and sitting door-to-door for coffee and conversation but apparently they have no time to do this. Hell, I have seen people drive unsafe and racing through intersections in turn only lanes, passing at unsafe speeds, driving through red lights... all of this right in front of LEO vehicles.
