Probably depends on what country does it and how powerful they are whether or not we tolerate it. Remember Gary Powers in the U2?

actually Reagan forced the Israelis to release Palestinian prisonors so that the terorists would relese the TWA hostages, and Truman refused to take the war to the Chinese, so no, I don't think either one woud make a difference today.
