The policy on airlines is if you can fit your stuff in front of you, please put it there to allow for larger bags that CANT fit under seats to be put overhead. If you can fit it in front of you then you're supposed to. There isn't close to enough room overhead for each and every person to put an item up there. It sucks but that's how it is. NO airline works as you've idealized them. Maybe you should start one with more overhead space or smaller carry-on rules.You're right, of course. I should keep my laptop case under the seat so someone else can bring on their enormous suitcase and stow it overhead, lest they be inconvenienced by the dreaded baggage claim.

Airlines that charge the $15 per bag are basically saying they will reduce the overall ticket price and merely charge those who check baggage. So if you check a bag then you've paid more because you wanted the extra service. On airlines that don't charge that fee, then the people who carry bags on are paying for YOUR extra service. So in those cases, why on earth should you get your spot above if they didn't take their spot below? Sometimes you can't have everything.Actually, I pretty much feel like I paid just as much for my plane space as Ginormous Suitcase paid for theirs. So if they want to be an inconsiderate dick, there's no real reason why that should be my problem. I checked my suitcase, they can check theirs.
