The Turmeric Turd made the designation because Pompeo convinced him it would sufficiently please KSA in return for cutting production of oil & subsequently raising prices of gasoline and looking the other way in re: Kashoggi And it would piss off Iran and cost lives in Yemen.

Biden dropped the designation in retaliation for Kashoggi and in general to piss off KSA.

The designation of the Houthi as a terror group will likely be reinstated due to recent missiles lobbed at USN boats and other hostility.
