While Moore should shoulder much of the blame, it is also the Board of Public Works that consists of the Governor, the Comptroller of the Treasury and the Treasurer that is a major problem. It is these three that have the greatest influence and the blame in the financial condition we now see ourselves. Maryland is unique in have this, there be nothing quite like it in other States.
