Several current and former employees also told DHS that, on another occasion, a child began to choke on the stuffing from a doll before workers performed the swipe technique to remove the material from the boy’s mouth. Staff told Vawter-Morgan of the incident, but she allegedly said she would not notify parents because there “wasn’t a mark.” Staff told her they were concerned the stuffing could still be lodged in the boy’s throat, but Vawter-Morgan allegedly said he was fine, according to the report.
