My niece has given this a lot of thought. This is her response to my comment that it has been going on for years...

right!! I doubt this but it's crazy to think about... what if it goes deeper. I mean it's kinda the perfect cover up for a murderer or for someone harvesting organs. They could have partnered with some bad guys they get rid of the bodies and the bad guys kill, harvest and sell and then give the workers a part of the profit.
