(TOWSON, MD) – Maryland State Police are investigating the circumstances surrounding a three vehicle crash this morning on I-695 in Baltimore County.
The driver of a silver 2017 Hyundai Sonata, believed to be at-fault, is identified as Sean Cordell Bethea, 47, of Baltimore. Bethea was arrested and charged for driving under the influence. Further charges are pending outcome of the investigation and consultation with the Baltimore County State’s Attorney. Bethea was transported form the scene by ambulance to Bayview Medical Center.
The two other vehicles involved were a red 2015 Honda Civic and a silver 2002 Mercedes E320. The operators of the vehicles are identified as Ricky Ratliff, 23 and Rakiya Ratliff, 26, both of Middle River. Both operators were outside of their vehicles attempting to change a flat tire when the incident occurred. They were transported by ambulance to Sinai Hospital in Baltimore.
Shortly after 11:00 a.m. this morning, troopers from the Golden Ring Barrack were dispatched to the scene of a three vehicle crash on the inner loop of I-695 near the exit for Dulaney Valley Road in Baltimore County. The preliminary investigation indicates the driver of the silver Hyundai, later identified as Bethea, drifted onto the left shoulder and struck both pedestrians and both of their vehicles.
The Honda Civic and the Mercedes were parked on the left shoulder of I-695 while the drivers were attempting to change a driver’s side tire on the Mercedes. After the crash occurred, the Hyundai Sonata came to rest on the shoulder, lodged against the rear of the Mercedes, which was pushed in the travel portion of the highway.
Troopers from the Golden Ring Barrack responded to the scene. Personnel from the Maryland Department of Transportation State Highway Administration responded to assist with traffic in the area. The Maryland State Police Crash Team was notified and is continuing the investigation.
