Baltimore Police: Under Reporting Crime?

They’re talking about the apparent under-reporting of crime–both violent and property–as a matter of course for the Baltimore Police. Apparently scads of people have been robbed, mugged, had their homes burglarized, etc. and the police are either not taking reports or actually threatening the victims with accusations that they’re trying to file a false report. The police have been engaged in a concerted effort to under-report crime in Baltimore; this could spell big trouble for Martin O’Malley’s gubernatorial campaign, as the odds of him not knowing this was happening are nil–and in any case, he’s on the hook for his righthand man Police Commissioner Hamm’s actions.

Is there a ghetto that does not have a crime problem? Baltimore and PG County stand alone in quantity of crimes. The numbers are overwhelming and criminal against criminal crime isn't generally going to be reported. With the exception of Silver Spring, Duncan has no experience in fighting crime so should watch his criticism.
